It is still legal for psychologist from UVM to conduct research on prisoners (detainees) in a mental hospital/jail where it is not clear they are able to consent. The CIA Project MKULTRA still alive and well in Vermont. It is a dark secret just being revealed and has caused debate over dungons for the insaine. The real use of the State Hospital building is thought of to be a old American Nazi Concentration Camp started by a double agent working for the US Army who came back from Germany and worked at Vermont State Hospital.
