  • The vast majority of fishing laws can be found in the Utah State Constitution under Title 23: Wildlife Resources Code of Utah. Though others were sporadically placed elsewhere, nowhere in any of Title 23 legislation or other places in the Constitution dealing with agriculture (specifically fishing) define fishing from horseback as “Illegal”.
