I guess the Airforce and NASA are outlaws in California
no vehicle without a driver may exceed 60 MPH. I suppose that model rockets and fireworks are outlawed as well

it says no vehicle WITHOUT a driver, NASA and the airforce mostly use drivers, this law is clearly trying to prohibit people from putting a brick on their car accelerators and letting it go
