This law possibly has some historical context to it. A lot of these “silly laws” have historical context– in which they were generated to take care of some past issue, but have now become obsolete.
I imagine this one dates back to the 1880′s when the outlaw gangs of the old west were predominant. Chances are this law was created to increase jail time for gang outlaws who were apprehended.
