The reason for this is that it takes at least 70 years for a Saguaro Cactus to grow it’s 1st arm. Saguaros that have multiple arms may be hundreds of years old. To buy a mature saguaro (legally) can cost $10,000 or more, and out of the 250 million seeds in an average saguaro’s lifetime, only about a dozen will ever grow to become a mature plant. So, this really isn’t a dumb law, and probably should not be included here.
