The department shall develop and administer a program awarding matching grants to political subdivisions of this state for weather modification and control.

i think that proves the fact, that people moved east to west in this country look whats east of texas alabama, mississippi,georgia, and low and behold south carolina. i am sorry we populated yall with our ignorant people.
