A wine list MUST be asked for.
It’s perfectly legal for a restaurant to serve wine, but the customer MUST ask for the list before it’s given to them.

Unfortunately for you, this is pretty much completely false. Title 32B: Alcoholic Beverage Control Act as stated in the Utah Constitution mentions nothing about prohibiting the offering of wine lists unless consent of the potential consumer is given to receive said list.
