It is illegal to put garbage or litter into someone else’s garbage can or trash receptacle without the owners express permission!

No person shall throw or deposit any litter into any litter storage and collection receptacle unless such person is the owner of said receptacle or has the express permission of the owner to use said litter receptacle.

Too many cases of people not wanting to pay for their own trash pick-up. I understand why this law exists, and though it may seem dumb, it isn’t.
