Yeah, this is actually an existing law on the books in Forest City, NC! Dates from when automobiles were first appearing. The idea was to prevent the early, noisy cars from scaring horses tied in town. Actually, a very logical law at that time. By the way, in North Carolina, horses have the right of way on state highways (as they do in most states).
