I’m not going to debate if this is or is not a law, but if it is in deed, as many of you suggest and claim to have researched, then why not post the ordinance / statute / section number and text. A search for “black” on the Denver’s code of ordinances online revealed nothing of the sort.

because one I would write (and definitely enforce) would be; “It is unlawful
to make useless mindless comments because you THINK you know everything
