It is a stupid law. It violates the 1st amendment to the US Constitution which as a federal law trumps Gavelston's code of ordinances. It is not illegal to be homeless. People who champion the New World Order love this law. My advice if you must sit on the sidewalk take your video camera and digital recorder with you.
