Its not illegal for people at the age of consent. Its stated that its illegal for an adult to give or receive oral to or from a minor. But its not inforced.

This is pathetic, their are few things that bring two individuals closer than oral. Going down on a woman is one of the greatest thing any man will ever expeirience. (Recieving is equaly wonderful. ;])
