It says "upon the property" not interred which means to bury and they are 2 completely different things. I think this law was created to prevent people from having horses and cattle die, and then not do anything about it, just let them lay out and rot. Believe it or not, people will do that because they don't have the means to move a large animal without hiring someone with the equipement to do it. My dog got hit by a car and we had our funeral for him he's in my backyard probably 5 feet down wrapped in trashbags and stuff I don't think he's oozing anywhere ... Domestic animals probably have less diseases than the animals that drop dead in the wild and 'ooze' into our drinking water ...
